In 1917, the Service Banner was designed by U.S. Army Capt. Robert L. Queisser in honor of his two sons serving in WW I. The design was quickly picked up by the public and government. Their popularity declined during the Vietnam War but have become a favorite over the last decade. The Service Banner (and flags) do not have a legal size specification other than that the ratio must be the same as the United States flag. The blue star represents a family member serving in the Armed Forces of the U.S. while a gold star represents a family member killed in service.
